Well, many people here just download images and don't upload ones, so I think that you can create Ratio Rules, if Download/Upload is under 0.3 you can't make any download. This incentive the members to upload their images too, not only download.
So moderators, can you value that?

Well, for starters, everyone can see you level by accessing your profile, or looking at your info on your forum posts or blogs, so it will give you a level of credibility and respect, since you are one of the main contributors with the site.

imo, to be a moderator you have to be a knowledgeable contributor. you have to know how the site works and help by answering questions, not simply jacking up your post count with the million thread or word association. you have to have some number of uploads and i think it would help to fill up the rest of your profile page too. this shows IGC that you care about the site and wish to help out anyway you can, after that, IGC will make the decision.
