It's a Windows program that is mainly a image browser/gallery viewer but has a lot of great features.
It's a great COMPLETELY FREE substitute to ACDSee and has some features that set it above many commercial offerings. You can get it from here:

It also has some other cool features: exports groups of images as pdf files, batch rename of files, batch convert to other file types, compares images to find duplicates, has a very nice crop and draw board that i use to make the preview images that I upload to this site.
